I checked the London Times and there is no mention on an inquiry as  
such. There is an item on Sept 20, 1899 in the Police Courts:

At West Ham, George Jackson, of Poplar, was summoned for attempting to  
persuade seamen to refuse to proceed to sea, contrary to the Merchant  
Shipping Act, 1894. The defendant is the local secretary of the  
Seamen's Union at the Victoria Docks, and on September 14 he went on  
board the steamer Oakmore, where the men had arranged to sign on for  
the next voyage, with the object, as the prosecutors alleged, of  
persuading the men not to do so except at an advanced rate of wages.  
The magistate was of opinion that, while the defendant tried to  
persuade the men to stand out for higher wages, he did not intend to  
persuade them to desert their duty. He, therefore, dismissed the  
summons, allowing the defendant 4 pounds 4s costs.
