Frances,

I don't think either are your John Charles Diggins, so I suggest you 
keep looking.   I can't find him in the 1871 UK census ... possibly in 
the Military.   I do see him in the 1861 and 1851 UK census.  In the 
1851 census, his Mum was Mary Ann (Jackson) Diggins and was already 
widowed, living with her parents.  John had a 2 years older brother {b. 
ca. 1846) called Thomas and two sisters, one older than the boys and one 
just an infant.   I also see him marrying Margaret  McTaggert in 
Ontario, Canada in 1867.  His dad was James.

The Quebec record from Eliz, just means that person was contracted to 
land there ... nothing more.
