Copying naturalization papers.

Several years ago in a lecture at National Archives, James D. Walker said
that naturalization papers WITH A SEAL may NOT be photocopied; doing such
could result in a $10,000 fine and jail. File copies may be copied. I
think this referred to the governments file copy, certainly not a photocopy
of the original paper with the seal. Paul's comment about government
forms is as I understand it. Government forms are not copyrightable but are
public domain. Naturalization papers with a seal would not be a
form...........more like a certificate.
