The annotation indicates that on Jan 4, 1944, officials at New York checked this manifest/passenger list for this passenger, and issued a Verifictation of Landing ("V/L") on form I-404. The I-404 was a simple form where the clerk could abstract the information from the passenger list and send it to whoever asked for the information. In this case, it appears the request came from the INS office for District 13, which was then New Orleans, LA. The format of the annotation matches those relating to checks resulting from applications for naturalization. So it appears this Castrenze was applying for naturalization in 1943/1944.

The numbers "691/667" refer to a New York office record of the verification activity and are no help in your research.
